In April 2000, the new name became International College of Cosmetology because of the diverse group of students that the school holds; however, it is still operated under the same management. Mr. Jimmy Luong established International College of Cosmetology in 1999, brining his vision and love for the beauty industry to Oakland, CA. We have graduates came from all over the world that are working from all over Bay Area, and through out the State of California and all over the United States.
